中国木材产业资源基础转换探析

摘　　要：中国是木材产业大国,但资源基础的薄弱制约了木材产业竞争力的提升,在这一背景下,研究中国木材产业资源基础问题,对于实现木材产业长期、快速、稳定发展具有重要意义。该文从竞争力的持续性和边际收益等角度,阐述了资源贡献的理论依据,并基于生产要素贡献率的测算对资源贡献展开系统的实证分析,根据实证结果,提出了中国木材产业资源基础转换的思想。研究结果表明,以创出性资源为主导的产业发展方式是中国木材产业建立持久竞争优势的决定性因素,但中国木材产业处于以原始性资源为主导的产业发展阶段。基于此,得出结论:实现以原始性资源为主导向以创出性资源为主导的产业发展方式过渡,是中国木材产业可持续发展的必由之路。The timber industry is an indispensable part of China’s economic system.Since reform and opening-up,China’s timber industry has been developing rapidly with a great expansion and release of the production capacity.China has already become a big exporter and producer of harvested wood products in the world.However,the big producer does not mean a strong one.The development mode of China’s timber industry is the expansion of ＂quantity＂,rather than the improvement of ＂quality＂.This extensive growth style cannot enhance the competitiveness of the timber industry,and therefore realize the sustainable development of the timber industry.In this context,studying China’s timber industry resources base is of great significance for building the sustainable competitiveness of the timber industry and achieving a rapid and stable development thereof.Based on the perspective of industrial competitiveness,this paper systematically studied the resource base of China’s timber industry.First,the contribution of resources was theoretically analyzed.In view of competitiveness sustainability and marginal revenue,the theoretical basis of resource contribution was expanded to prove that the development mode led by creative resources is the determinant for the timber industry to establish a lasting competitive advantage.Second,an empirical analysis was made on the contribution of resources systematically.By means of econometric models,the contribution rates of production factors of the wood processing industry,furniture manufacturing industry,and papermaking and paper products industry were computed,respectively,revealing that the contribution rate of original resources of China’s timber industry was larger than that of creative resources.The conclusion is drawn that original resources play a leading role in the development of China’s timber industry.According to the empirical results,a suggestion is given that the resource base of China’s timber industry should be converted,that is,shifting the tangible resource-
