区域趋同环境下如何建构城市特色文化发展战略优势?——以“后特区时代”的深圳为例

摘　　要：改革开放和深圳特区建设30年后,深圳正在步入"后特区时代"。时代赋予深圳在改革开放中"排头兵"和"试验田"的历史使命逐步淡化,深圳要继续保持其"特区"价值,就必须从一个更高的历史阶段出发,在社会综合发展的试验平台上重建其历史合法性,即要从一个单纯经济政策试验的"一维特区"上升为集"经济发展、社会综合管理、文化体制改革、政治文明建设"试验于一体的"四维特区",重新成为引领中华民族21世纪改革发展的风向标。在文化建设方面,深圳需要从文化产业战略向区域文化创新战略升级,这代表了当前我国发达地区文化理论创新与战略创新的总体趋势。After three decades of reform and opening up,Shenzhen is stepping into a ＂post special economic zone era＂.The historical mission once endowed Shenzhen in that time is gradually fading away.In order to preserve its value as a special zone,it is a must to rebuild its historical status in a more advanced phase and an experimental platform appropriate for a more comprehensive social development.As an experimental field for national economic policies,Shenzhen should also make efforts to advance itself to a ＂four-dimensional special zone＂ concentrated economic development,social integrative administration,cultural system reform,and political civilization construction.Only in this way could Shenzhen lead and guide the national reform again in the 21st century.
