政府公共危机管理失灵:内在机理与消解路径——基于风险社会视域

摘　　要：频发的公共危机让人类步入了"风险社会"。公共危机的治理显然无法通过危机衍生系统的自适应来化解。政府作为危机管理的核心主体毋庸置疑,特别是对采取政府主导性发展战略并取得举世瞩目成就的中国而言,其功能性地位更为凸显。然而,现行的基于常态公共事务管理的政府管理理念、管理体制和管理方式,制约了政府公共危机管理的绩效,甚至形成政府公共危机管理的低效或"失灵"的"路径依赖"。这集中表现为,基于传统"人治"理念治理风险社会的公共危机,使政府"进退失据";基于现行官僚体制治理风险社会的公共危机,形成"有组织的不负责任"局面;基于垄断式管理模式治理风险社会的公共危机,使政府"力不从心"。鉴于此,更新危机管理理念,重塑官僚体制,引入"协作"治理体系,就成为化解政府公共危机管理失灵的基本路径。Frequent public crisis renders human beings into a ＂risky society＂. Obviously, the governance of public crisis can not be resolved through the adaptive system of crisis. It is unquestionable that government itself remains the core of crisis management, which is especially manifest in China, for it has implemented the government-lead strategies and gained worldwide achievements and its functional status is highly prominent. However, current government management philosophy（ based on the management of normal public affairs）, management system as well as methods of management have seriously hampered the performance of government crisis management, leading to the failure of government in the management of public affairs. The phenomenon is especially pervasive in the public crisis which is caused by the traditional concept ＂govern by man＂ to defuse the risk, leading the government in the dilemma go on or retreat; as for the current public risk based on current bureaucratic governance, public crisis is formed by＂ organized irresponsibility＂; based on the monopoly management mode of governance risk, government is somewhat powerless. Accordingly, the renovation of crisis management, remodeling of bureaucracy and ＂cooperation＂ management system are introduced as the basic path to. resolve the failure of public crisis management of government.
