兵团基层组织运作机制及制度创新探析

摘　　要：连队作为兵团最基层的生产和生活组织,在过去的几十年中一直扮演着重要的角色。随着兵团城镇化建设的步伐加快,农业现代化的逐步推进,连队的功能在渐渐弱化。而团场作为基层组织的功能越益强化。兵团基层组织的基本运作机制可以概括为:明确功能定位,提高资源配置效率,带动区域经济增长,建立生活功能社区、建立服务型政府和新型戍边功能。兵团基层组织重构必然伴随着土地制度、户籍制度、产权与组织制度的创新。Production company, the most basic unit in production and organization, has been playing an important role in the past few decades. With the acceleration of urbanization and agricultural modernization, its function has gradually been weakened while that of production regiment has been strengthened. The basic operation mechanism of grass-roots organizations in XJPCC can be summarized as： make a clear functional positioning, improve the efficiency of resource allocation to drive regional economic growth~ and establish community life, service-oriented government and new frontiers. Restructuring XJPCC grass-roots organizations must make innovations with the changes of land-use system, the household registration system, property rights and organizational system.
