江苏开放大学地区学院及其学习中心的设立与运行机制的研究

摘　　要：江苏开放大学是以省广播电视大学开放教育为基础,利用现代信息技术,整合省内系统资源建立的新型大学,地区学院是其教育服务在省内各区域和行业系统的延伸。通过"大学+平台+体系"的建设,按照大学、学院、学习中心的架构模式进行分级建设和管理。确定地区学院的功能定位和职责范围,制定相应的准入标准和运行机制,建立资源共建共享平台和资源建设的优化激励机制,建立学籍和学分统一管理平台,实现开放大学三级体系既符合高等教育办学系统要求又能灵活适应地方社会需要的整体办学效应。Jiangsu Open University is a new university established on the base of Open Education of Jiangsu Radio and TV University, using modern information technology and integrating the provincial system resources; while the regional college is the extension of its educational services in regions as well as in industry systems throughout the entire province. To achieve the overall educational effects of the three-tiered open university, not only conforming to the requirement of higher education but also flexibly adapting to the local social needs, the regional college, through the construction of university, platform and system, should be developed and managed hierarchically using the pattern of university, college, learning center, fixing its functional localization and responsibility ranges, formulating the corresponding access standards and operating mechanism, establishing cooperative resource-sharing platform and optimized incentive mechanisms of resources construction, and building up a unified management platform for enrollment status and credits.
