摘　　要：在历年中央一号文件中,2011年第一次关注水利改革发展,是中共中央审时度势提出的重大战略决策,明确了新形势下水利的战略地位,提出了新的水利改革发展指导思想和目标任务,将指导我国未来10到20年水利改革和发展。这一重要文件或发展纲要必然会影响水科学研究方向。详细解读了2011年中央一号文件,阐述了该文件提出的背景,并总结出该文件的11个关键点。在此基础上阐述了该文件对水科学研究的启示,从中列出水科学发展方向和急需解决的21个关键科学问题,为水科学发展和研究提供参考。The 2011 No. 1 Document by the Central Committee of the CPC focused on reformation and development of water conservancy for the first time during the past years. The Central Committee of the CPC puts forward a significant strategy for water conservancy and validates its position according the current situation. Meanwhile, new guiding ideology, target and task of water conservancy reformation are proposed in order to guide its development for the next 10 to 20 years. As a development guideline, the No. 1 Document will definitely influence the research direction in water science. This paper summarized the 11 key points combining the discussion of its proposition background by explaining the document in detail. On this basis, the paper described its revelation for water research, and proposed direction and 21 key scientific problems which should be studied and solved urgently that involved in water conservancy development. The results of this paper will provide references for the research and development of water science.
