摘　　要：1 行业发展现状与发展趋势 1.1行业现状 高新技术精细化工是当今世界化学工业激烈竞争的焦点，也是二十一世纪国家综合国力的重要标志之一。The Development Plan of China Paper Chemicals Industry in 12th Five-year Plan, compiled by China Paper Chemicals Industr y Assciation, was released in the first year of the 12th five-year plan, which is of great importance for guiding t h e healthy and sustainale development of paper chemicals industry and the scientific development of enterprises, establishing the direction of products development. The general development goals in the 12th five-year plan will be: ⑴breakthrough to the construction of industry innovation system to form the platform of science and technology innovation based on national engineering research centers, state key laboratories and national enterprise technology centers and to form personnel training platform based on key institutes of higher learning; ⑵ remarkable improvement in the ability of independent innovation to get a new breakthrough in research of key technologies in the industry, to develop a batch of new products, new processes and new technologies with independent intellectual property; ⑶promotion of the technologies for enery conservation and discharge reduction and low carbon process, to encourage enterprises to realize the clean production; ⑷ preliminary results in the market regulation and industrial macro-control, gradual perfection in modern enterprise management and product quality control to construct a batch of backbone enterprises in the industry.
