摘　　要：我国经济要在稳定的社会环境中腾飞,必须以民为本构建持久稳定的社会环境。稳定不是僵化,而是保持一种和谐有序的运行、发展、创新过程。因此,构建和谐稳定社会环境的首要任务是要创建各种社会秩序,主要是民主秩序、市场秩序、民生秩序。We should construct sustainable and stable social environment with people-first for the guarantee of China＇s economic prosperity.Stability means harmonious and orderly operation,development and innovation rather than the ossification.Thus,the primary task lies on the construction of various social order including democratic order,market order and livelihood order.
