上海市康复服务现状的调查与分析

摘　　要：目的通过了解上海市康复服务的现状,分析存在的问题,并提出有益的建议。方法 2009年通过问卷调查方法,抽样调查了上海市2级和3级中医医院、中医医院和康复机构,并分析了其中51所综合医院和8所中医医院的机构规模、运营状况等。结果上海市的康复资源呈现面广点散、力量薄弱的总体特征,康复服务整体发展缓慢,供给不足,康复医护人员紧缺,康复从业人员队伍不稳定。结论应树立"大康复"理念,大力充实各类康复资源,加快推进专业化康复机构的发展,制定符合康复服务特点和有利于康复机构发展壮大的医保、物价等配套政策,提高康复从业人员的地位和职业吸引力。Objective To investigate the status of rehabilitation services in Shanghai. Methods The relevantliteratures and policy were reviewed, the qualitative data from rehabilitation hospitals and hospitals which provide rehabilitation services were collected, and the case survey and interviews were conducted. Results The rehabilitation resources were widely covered while the total resource was limited. The rehabilitation services developed slowly, and the provision was insufficient. There was a shortage of rehabilitation physicians and nurses, and the rehabilitation team was unstable. Conclusion We should set up the idea of ＂ Great Rehabilitation＂, enrich the rehabilitation resource, promote the development of specialized rehabilitation organizations, formulate the medical insurance and pricing policy, and improve the social status and career development of rehabilitation physicians.
