云南省水资源综合规划实践及其特点

摘　　要：云南省水资源综合规划是全国及流域水资源综合规划的重要组成部分。较全面地归纳总结了2002年以来云南省开展水资源及其开发利用现状调查评价、社会经济发展和需水预测、节约用水、水资源保护、供水预测、水资源合理配置、总体布局与实施方案、效果评价等各部分的调查规划分析工作情况。研究成果为实行最严格水资源管理制度的"三条红线"奠定了基础;支撑了云南省重大水资源配置工程如滇中引水工程、牛栏江-滇池补水工程等,以及青山嘴、麻栗坝等一批大、中、小型骨干水源工程为代表的"润滇工程"合理布局。The comprehensive plan of water resources of Yunnan Province is an important part of comprehensive water resources plan of the country and Yangtze River Basin. The working conditions since 2002, such as water resources and its development, social and economical development and water demand prediction, water saving, water resources protection, water supply prediction, reasonable water resources allocation, general arrangement and implement scheme, effect evaluation etc. are summarized. The analysis results laid a foundation for the implementation of the ＂3 red lines＂ of the most strict water resources management and provided a support for important water resources allocation projects, such as water diversion project for the central area of Yunnan Province, water supplement project of Dianchi Lake from Niulan River and ＂ moistening project of Yunan Province＂ presented by a large number of small water conservancy projects.
