摘　　要：在环境污染和资源衰竭大危机中,由于现有经济系统体系的困境,传统的线性经济不能良性发展。文章提出企业在稳态循环经济的基础下进行环境经营,可以克服传统线性经济发展的不足,实现资源利用由"摇篮"到"摇篮"的经济。接着对于这种环境经营理念进行分析,指出既有动力又有阻力,但顺应是环境管理发展的大趋势。In the major crisis of environmental pollution and resource exhaustion, because of the plight of the economic existing system, the traditional linear economic development cannot be healthy. In this paper, environment management based on steady circular economy can overcome the traditional shortcomings of linear economic development, which can make resources use from ＂cradle＂ to ＂cradle＂. Then it analyses the concept of environmental management, the state is both impetus and resistance, but the response to environmental management is the general trend of development.
