摘　　要：随着我国经济持续快速增长,资源、能源供应不足、生态环境容量下降的矛盾日益突出,作为重工业之一的钢铁行业,节能减排的任务更加艰巨,发展循环经济,已成为钢铁工业一项刻不容缓的任务。基于循环经济思想和理论,构建了一套钢铁行业发展循环经济的环境评价指标体系,同时运用模糊综合评价以河北省钢铁工业发展循环经济的环境为实例,进行评价分析,目的是结合钢铁行业特点和循环经济发展的要求,为河北省钢铁行业发展循环经济寻求外在环境因素上的支持,为推进河北省钢铁行业循环经济的发展提供参考。With the sustained and rapid economic growth of China, conflicts that the shortage of resources and energy and the decline in capacity of ecological environment becoming increasingly prominen, the iron and steel industry, as one of the heavy industries, is facing a more difficult task of energy saving and emission reduction. Developing the circular economy has become a very important and urgent task for the iron and steel industry. This paper based on the ideas and theories of circular economy, builds a set of environmental evaluation index system of developing the circular economy for the iron and steel industry. Using fuzzy comprehensive evaluation, it evaluates the steel industry in Hebei Province of circular economy development environment. It aims at combining characteristics of the iron and steel industry and requirements of the development of circular economy, finding support on the external environmental factors to development of circular economy in the iron and steel industry and providing the reference in order to promote development of circular economy in the iron and steel industry.
