摘　　要：我国村通工程将从"分片包干"向政府补贴或普遍服务成本补偿机制转型,因此普遍服务成本补偿方式的研究愈显重要。分析所提出的基金切分方式,总体上回避了复杂的成本测算,以相应的"村"等切分单位为线条,通过相对固定的补偿标准和各部分补偿额的估算,来实现对各电信运营商的补偿。With the advancement of China＇s ＂Village Access Project＂,it is necessary to transform the financing mechanism to state subsidy or compensationfor universal service costs.This article proposes a method to estimate the overall cost for universal service contribution of operatorswithout complicated cost calculation,which can help to make the compensation.
