摘　　要：廉政风险预警和防控工作是将风险理论和PDCA理论引入党风廉政建设的实践与探索,为高校廉政制度建设提供了新的视角。在高端设计上应将风险预警和防控管理与高校治理结构的变革、推进现代大学制度建设结合;建立教育学习制度、风险防范监督制度及风险防范工作考核评价制度等配套制度体系,发挥制度功效;并通过强化使命与责任,营造制度文化氛围,为廉政风险预警与防控制度建设提供重要保障。Risk precaution and prevention in clean -government construction refers to introducing risk theory and PDCA theory into the practice and exploration of anti - corruption and clean - government construction, which provides a new perspective for a clean administration system at universities and colleges. It calls for a combination of risk precaution and prevention with the trans- formation of university administration structure as well as promotion of modern university system construction at the high - end de- sign. Moreover, it demands construction of an integrated system network, covering education and study system, risk precaution monitoring system, risk precaution assessment and evaluation system. Only in this way, it can secure a system for clean - govern- ment construction and risk precaution and prevention through its enforcement of mission and duty, together with building an atmosphere of system culture.
