摘　　要：公共利益具有很强的不确定性，如何对其进行准确界定，一直是困扰学术界的难题。本文从主体与客体两个角度对公共利益进行分析，认为公共利益的产生源于利益关系，判断公共利益的根本依据是公共价值，并试图说明公共利益难以界定的根本原因。Public interests are of strong uncertainty. It has always been a problem bothering the academia to precisely define public interests. The paper analyses public interests from the perspectives of subject and object. It points out that public interests are attributed to interest relations and that the fundamental basis for judging public interests is public value. Finally, the paper tries to explain the fundamental reasons for the great difficulty in defining public interests.
