论新农村建设背景下农民权益的保障

摘　　要：新农村建设一个很重要的问题就是保护农民的权益。然而在实践中,农民的经济权益、政治权益、文化权益却处在缺失状态。城乡二元体制的限制、政府行为的不当及农民认知的偏差是造成其农民权益缺失的原因,尊重农民权益表达意识、畅通农民权益表达渠道、培育农民权益表达的"代言人",保障农民权益的物质基础不仅具有现实的针对性,更关系到新农村建设的健康与发展。关键词:新农村建设;农民经济权益;农民政治权益;It is very important to protect the farmers＇ rights and interests in the new countryside construction.However,farmers＇ economic,political and cultural rights and interests are often missing in practice.The binary systems for urban and rural areas,the government＇s improper behaviors and the farmers＇ cognition deviation are the causes of the lack of farmers＇ rights and interests.It is not only a realistic issue but also a factor influencing the future development of new countryside construction to respect farmers＇ expression consciousness of rights and interests,to expedite channels for farmers to express rights and interests,to cultivate ＂spokesmen＂ to express farmers＇ rights and interests,and to safeguard the corporeal foundation of farmers＇ rights and interests.
