新农村建设背景下农村基层民主建设的新动向

摘　　要：民主建设是社会主义新农村建设的重要内容。以成渝城乡统筹试验区的农村基层民主建设为研究对象,通过实证研究的方法,探讨其基层民主建设的现状、问题及原因。研究表明:只有在新农村建设进程中不断完善基层民主制度,提高农民民主参与的制度化水平,才能调动农民群众建设社会主义新农村的积极性、主动性和创造性,增强乡村干部的服务意识,提高农村公共服务的效率,推动农村全面建设小康社会进程。提出的一系列对策建议对实现城乡统筹发展具有一定的指导意义。Democracy construction is an important part in building new socialist countryside.The author probes into the problems and causes in democracy construction at the grassroots level in rural areas through a case study of democracy construction in the Chengdu-Chongqing reform experiment project of integration of city and countryside.The study reveals that farmers can be better motivated to build a new village only when grassroots democracy is promoted and farmers' participation is guaranteed by regulations.A well-to-do new countryside also requires that rural cadres have a better sense of serving for the farmers and that rural public service be provided with higher efficiency.
