摘　　要：旅游业是最适合发展低碳经济的领域,理应成为加快经济发展方式转变的先锋和亮点。发展低碳旅游将有力推动以低碳排放为特征的旅游产业体系和旅游消费模式建设,有力促进我国经济发展方式的转变。在低碳旅游背景下,应着力强化政府责任,为发展低碳旅游提供政策和制度保障。Tourism is the area most suitable for the development of low-carbon economy. It should be the top-priority of the transformation of economic development modes. The development of low-carbon tourism will contribute to pushing forward the construction of tourist consumption patterns and the tourism industry system with the character of low carbon emissions, so as to promote China＇s econonfic development pattern. In the context of low-carbon tourism, it is expected to strengthen the responsibility of government by providing policy and institutional guarantee for the development of lowcarbon tourism.
