摘　　要：通过分析英国国家质量平台,提出从有效性、满意度和安全性3个纬度出发建立质量指标体系。认为质量指标的选取与临床指南提供的质量标准以及对应的临床证据和经济证据直接相关,并进一步探讨了质量指标转化为数据结果的合理方式,为构建医疗机构质量指标体系提供了新的方法和思路。From the perspective of monitoring quality from local government to health institutes, the paper discussed the ap- proaches of a set of quality indicator system. With the analysis of the case of NQB, it is suggested that producing a scientific and complete quality system should across three dimensions including effectiveness, patient experience and safety. The paper consid- ered that the selected quality indicators should have been related with the distilled quality standards including their clinical and e- conomical evidences, which provided by clinical guidelines. It also discussed the reasonable methods to estimate the individual data result of every quality indicator.
