我国非政府组织参与公共危机管理问题研究

摘　　要：我国公共危机事件频发并呈现复杂化和多样化的特点使得政府难以独自应对公共危机,因此,非政府组织开始进入公众的视野,非政府组织因其政策倡导功能、公共服务功能和社会治理功能有利于应对公共危机。但是,当前我国的非政府组织参与公共危机的管理还存在不足因素,受到我国现行政府制度的制约;自身发展的不足和组织性质模糊的影响,因此,应完善非政府组织参与公共危机管理的各项举措。The complex and diverse nature of China＇s frequently occurred public crisis events makes it difficult for the government alone to deal with.Therefore,non-governmental organizations began to enter the public view,because of their policy advocacy functions,public services and social management functions will help deal with public crises.However,there are insufficient factors in their current management of public crisis,which are subject to the constraints of our current system of the government;the deficiency of self-development and the impact of the vague nature of the organization.So,Various management initiatives should be improved for non-governmental organizations＇ participation in public crisis management.
