摘　　要：中国内地与港澳地区的跨境毒品犯罪问题越来越严重,为此需要针对此区际毒品犯罪特点,完善内地和港澳地区联手打击毒品犯罪机制。在"一国两制"的框架内,制定适宜三地刑事司法协作的统一刑事政策,进而推动内地与港澳地区法律实现效益对接;在加大对毒品犯罪的打击力度同时,注重平衡打击毒品犯罪与保护人权之间关系;突出警务合作,完善两地警方司法协作机制。Cross-border drug crime is becoming more and more serious in Mainland,Hong Kong and Macao.So we need to improve fighting drug crime mechanism with cooperation in Mainland with Hong Kong and Macao.In the frame of ＂one country,two systems＂,we should set a unified judicial policy for criminal judicial assistance in Mainland,Hong Kong and Macao,so as to promote legal benefit docking of Mainland with Hong Kong and Macao.And we also need to pay attention to balancing the relationships between fighting against drug crime and protecting human rights.Moreover we should emphasize the police cooperation,and improve police judicial cooperation mechanism in Mainland,Hong Kong and Macao.
