摘 要:目的了解江西省县级中医院人力资源分布,评估县级中医院"卫生服务能力建设工程"的实施效果。方法采用普查问卷的方式分别收集2007年和2010年江西省县级中医院卫生人力资源数据,用统计软件SPSS 13.0对所获数据进行分析比较。结果与2007年相比,2010年江西省县级中医院的卫生技术人员有所增加,占每院平均职工总数的86.4%;医生与护理人员的比例尚未达标(1∶0.89),中医药人员比例严重失调,但正逐步趋向合理。职称方面:各医院均以中级和初级居多(73.80%),而高级职称极少(5.97%);学历方面:除个别中医院有极少量的硕士、博士生外(0.02%),绝大多数中医院均以大、中专毕业生为主(77.55%)。结论实施"卫生服务能力建设工程"以来,江西省县级中医院医护人员数量有所增加,医护人员结构配置更趋合理,但仍然存在高学历人员缺乏、人员结构方面重医疗轻护理等问题。Objective To investigate the human resources in traditional Chinese medicine hospitals at county level in Jiangxi province,and to evaluate the effect of health service ability building project on health human resource allocation.Methods Data on human resources(2007 and 2010) were collected from county traditional Chinese medicine hospitals in Jiangxi province by census questionnaires,and were analyzed using SPSS 13.0.Results The proportion of health care staff was 86.4% in 2010,with an increase compared with 2007.The ratio of doctors to nurses in 2010(1∶0.89)had not yet reached the standard.The ratio of traditional Chinese medicine personnel was seriously unbalanced,but gradually moving towards rationality.Most of the health workers(73.80%) had middle or primary professional titles,but only a few(5.97%) had senior titles.Most of the health workers(77.55%) had achieved bachelor's degree or other diploma,but only a few(0.02%) had master's or doctor's degree.Conclusion The number of health care staff increased and human resource allocation was more reasonable in county traditional Chinese medicine hospitals in Jiangxi province since implementation of the health service ability building project.However,the educational qualifications of health staff and the ratio of doctors to nurses need to be improved.
