摘　　要：中国计划生育家庭面临着诸多风险,今天我们在考虑建立农村社会保障体系时,应该优先考虑对这一重点人群实行重点突破。以实际调查数据和各试点单位数据,在进行分析计划生育保险的赔付率、各险种的参保比例、保费来源的比例以及赔付率等方面基础上,对计划生育保险的实施情况进行简单评估,并就计划生育保险平稳运行提出若干建议。Families having comlired with the family planning policy are facing with many risks. Today while we are establishing the rural social security system, we should first consider making the key breakthrough in this population group. The paper, with thorough investigation data and various pilot units＇ data, conducted the analysis on claim payment ratio, participation percentages of various insurance plans, and percentages of sources of premiums for family planning insurance, and made a tentative appraisal on the implementation situation of family planning insurance, and offered some suggestions on how to maintain steady operation of this insurance going forwards.
