摘　　要：美国在航空运输业规制改革过程中,以整个政府规制体制的总体框架为依据,制定了完善细致的法律法规。美国航空运输业的飞速发展很大程度上得益于其完备的法律制度。考察美国政府对航空运输业法律规制的历史,对我国当下的民航运输业改革颇有启示:我们要加快行业立法;修改、创制相关法律、法规,为改革提供法律保障;制定反垄断法;完善民航执法制度。The United States of America in the airline industry regulation reform process, the government regulation to the overall framework of the system as the basis, developed a perfect laws and regulations. Investigation of the United States government to the air transport industry of legal history, for China civil aviation industry reform enlightenment quite： we should accelerate legislation ; modify, create relevant laws, regulations, provide legal guarantee for reform ; make antitrust law ; improve the civil enforcement system.
