发展型社会政策及其对我国政府政策制定的启示

摘　　要：20世纪90年代以来,社会政策的理念和实践模式发生了巨大的变化,这集中表现在发展型社会政策理论的形成和实践。发展型社会政策的核心理论是将社会政策看成是一种社会投资行为,注重对人力资本的投资,强调经济发展和社会发展的整合性。本文回顾了发展型社会政策产生的背景,指出发展型社会政策的重要理念,最后指出发展型社会政策对我国政府政策制定的启示。Since 1990s, the concept and practice model of social policy has undergone tremendous changes, which concentrated on the formation and practice of social policy for development theory. The core of social policy for development saw the social policy as a kind of social investment behavior, particularly emphasized on human capital investment and social development, and emphasized on the integration of economic development and social development. This paper firstly reviewed the background of social policy for development, and then pointed out the important concept of social policy for development, finally, this paper indicated the inspirations of our government policy-making which stemmed from social policy for development.
