天水及陇东南地区经济融入关中—天水经济区的路径选择

摘　　要：甘肃天水及陇东南地区因与陕西关中地区存在着文化相通、产业相似、市场互为、资源互补、交通相连和地缘相接关系,因而经济社会联系极为密切。其中,天水是关中—天水经济区的重要组成部分和次核心城市,平凉、庆阳和陇南三市为经济区的直接辐射区域。现阶段,天水及陇东南地区在纯市场功能支配、行政边界限制和地方政府追赶发展期望作用下,自发、分散、孤立发展特征较明显,需要通过国家《关中—天水经济区发展规划》引导,不断拓展对外开放空间,创新区域合作模式,形成有效融合路径,主动选择相应对接措施,以尽快融入陕西关中地区的经济发展,共同实现《规划》对这一经济计划区极化超前发展的战略要求。Because of cultural similarities, similar industry and market complement, complementary resources, transportation, and linked to geophase, anti so, Tianshui and Southeast region in Gansu Province and Guanzhong region in Shanxi Province are economically closely connected with each other. Tianshui is one of the leading cities of The Guanzhong -Tianshut economic zone, while Pingliang, Qingyang and Southeast region in Gansn Provinee are in the direct radiai ing region of the economic zone. At this stage, under the cnmplicaled effect of local government ruling and market function with the administrative border limitation, the development of Tianshui and Southeast region of Gansu Province is characterized as sponlaneuus, fragmented and isolated . So it is necessary to emphasize the guiding function of The Guanzhong - Tianshui Economic Zone Development Plau＂. Different regions need to cooperate in expanding developing space, innovating model of regional cooperation, in order to he effectively integrated into the Shanxi Province＇s economic development, and meet the requirements of ＂ The Guanzhong- Tianshui Economic Zone Development Plan＂.
