摘　　要：我国是一个突发事件频繁发生的国家,加强应急能力的建设是应对突发事件的重要基础,而应急能力评估是促进能力建设的有力举措。本文通过分析国内外应急能力评估的指标体系,提出了科学构建应急能力评估指标体系的方法,并以此为基础,制定应急能力评估标准。Emergency events occurred frequently in China in recent years. There is urgent need to improve the emergency capability, and emergency capability assessment is one important measures to do this work. On the bases of analysis of emergency capability assessment standards of international standards organizations and foreign countries, this paper discussed the establishment of the index of emergency capability assessment, and then the development of the emergency capability assessment standard.
