摘 要:提出了调峰权及调峰权交易的概念。以减少环境成本为目标,对调峰权交易模型进行了详细的介绍。并以上海电网为背景,在引入自备电厂及外来电的基础上构建了调峰权交易市场,以改变传统的平均分配的调峰方式。调峰权交易市场的建立,为调峰能力强的机组提供了获得合理利润的交易方式,使调峰能力差的机组避免了停机的风险。分析表明:通过市场手段鼓励机组参与调峰可以提高机组参与调峰的积极性,同时对不同调峰性能的机组,提供一个公平的竞争环境。算例表明,调峰权参与方受益,提出的交易机制是有效的、可行的。The concepts of peak regulation right and the corresponding transaction mechanism are presented, and the model for reducing environmental costs is also discussed. With Shanghai grid for background, peak regulation transaction is constructed on the basis of introducing self-owned power plant and extraneous electricity. It's used to change the traditional peak regulation method by equal distribution. The establishment of peak regulation right transaction provides the units which have strong capability of peak regulation with reasonable profit and prevent the units whose capability is poor from the risk of closing down. The analysis illustrates that the purpose of improving enthusiasm of the units of taking part in peak regulation can be reached by the way of market methods. At the same time, units of different peak performance can share a fair competitive environment. Case study shows that the parties of peak regulation transaction may profit from it, and the mechanism is effective and feasible.
