摘　　要：论述了新农村建设中完善基层水利服务机构的必要性,指出了乡镇机构改革中基层水利服务机构建设存在的问题,分析了这些问题存在的原因,提出了完善农村基层水利服务机构的对策。The paper discusses the necessity of perfecting the water conservancy service organizations at rural grassroots during the construction of new countryside,then points out the existing problems and their causes,at last proposes some measures to improving rural grass-root water conservancy service organization.
