摘　　要：科技创新能力是世界城市影响力、控制力形成与发展的基础。北京建设世界城市的过程,本质上是不断提升北京国际影响力与控制力的过程。国际科技创新枢纽建设的核心是强化枢纽功能,是对北京科技体系在国际、国家科技体系中的功能定位的概括。因此,强化北京国际科技创新枢纽功能是推进北京世界城市建设的战略突破口和着力点。Scientific and Technological（S＆T） innovation ability is the bases of international influence and control abilities of World City. The process of building World City in Beijing, in essence, is the process of continuously upgrading Beijing＇ s international influence and control abilities. The core way of building international S＆T innovation hub is to strengthen the hub function, and that is the generalization of the function orientation of Beijing＇ s S＆T system in the international and national S＆T system. Therefore, strengthening Beijing＇ s international S＆T hub function is the strategic breakthrough and key to promote Beijing becoming a World City.
