射阳县乡镇防保队伍现状调查及对策分析

摘　　要：[目的]摸清乡镇卫生防保队伍情况,掌握镇级防保机构的人员现状,以合理配置和利用防保机构人力资源。[方法]采用普查的方法,按统一设计的调查表,对各乡镇防保科所有在岗人员进行问卷调查。[结果]全县防保人员年龄偏大,40岁以上人员占49.9%;学历层次低,无学历人员占45.5%;职称偏低,初级以下占80%;公共卫生专业人员不足,近10年新进入防保队伍人员抽用乡村医生比例占54.1%,公共卫生专业毕业和具备公共卫生执业资格人员为0%。且新进入防保队伍的人员在5年之内并不稳定,78.69%的人员工龄未到5年。[结论]乡镇防保人员数量不足、年龄偏大、学历层次低、公共卫生专业人员严重溃泛。[Objective] To allocate and use human resources more reasonably by investigating the situation and mastering the status of composition about rural health prevention and care team. [Methods] Adopting the census, questionnaire investi- gation was taken to the current staffs in every prevention centers. [ Results ] The age of all staffs were older, and staffs above 40 years accounted for 49.9%; The education level of staffs was low, and staffs with no education level accounted for 45.5%. The professional title of them was low, and mainly below the primary level （80%） ; The public health specialists were insuffi- cient, workfouee pursuing this profession who were pull out from rural doctors in recent 10 years account for 54.1% ; the per- centage of the staff graduated from the public health subject or having the pubhe health qualification was about 0% ; The per sonnel joining the health care troop were unstable within recently 5 years, whose seniorities under 5 years accounted for 78.69%. [Conclusion] The quantity of the staff in rural health prevention and care team is insufficiency, aging problem is serious, education level is low and the professional workers are shortage.
