地方产业技术创新的政策网络治理研究——基于陕西能源化工产业的案例

摘　　要：公共治理对于应对当前地方产业技术创新管理所面临的新形势具有重要的理论与实践意义。根据政策网络治理理论,采用案例研究方法探讨陕西能源化工产业技术创新管理过程中的政策网络治理。研究结果表明:无论是从治理类型、功能、模式的形成和选择,还是从网络管理策略来看,政策网络治理在地方产业技术创新管理中都显示出了独特的优越性。Public governance is theoretically and practically meaningful to cope with the new situation which technology nance, nology whether network innovation management of local industry faces at this time. According to the theory of policy network goverthis paper adopts the case study methodology to explore the policy network governance in the process of techinnovation management of energy and chemical industry in Shaanxi. Research results show that judging from the governing type, function, the formation and choice of mode or strategies of network management, policy governance all appears unique superiority in technology innovation management of local industry.
