摘　　要：现行的法律法规对农村土地征收的规定已严重滞后,修改宪法和其他法律的一系列规定已成为必要。本文通过对农地征收的主体、征收性质、所有权的归属、现行的制度设计等进行探讨,认为应当改革现行的征地制度,尽快修订相关法律,对集体土地征收可参照《国有土地上房屋征收与补偿条例》的规定,建立具体合理的征地补偿机制等是解决问题的关键所在。existing laws and regulations impose requirements on rural land has been seriously lagging behind.Amend the constitution and other laws have become a necessary requirement.Levied on agricultural land subject,the collection of the nature of the attribution of ownership,the existing system design to explore the land that should reform the existing system,to amend the relevant laws;of collective land acquisition may refer to ＂state-owned land,housing and compensation levy Ordinance＂ requirement;establish specific land reasonable compensation mechanism is the key to solving the problem
