西安市水资源可持续利用措施研究

摘　　要：西安市地处我国内陆,水资源严重短缺。近年来,缺水问题更成为制约西安市进一步发展的瓶颈。西安市水资源开发利用面临诸问题,应进一步推进水费制度改革,实施多样化的水价机制;积极推广中水处理技术,实现中水利用多元化;广泛推广使用节水智能卡;进一步完善监管体系,建立与工业、企业合作的长效机制,以期达到水资源的优化配置,缓解西安市水资源短缺问题。Located deep in inland China,Xi＇an badly lacks water resources.In recent years,lack of water even becomes the bottle-neck restricting Xi＇an＇s further development.This paper makes a careful analysis of the existing problems in exploiting and utilizing Xi＇an＇s water resources.Based on the results of analysis,the author offers several recommendations to optimize arrangements and remit Xi＇an＇s serious lack of water resources,including implementing a mechanism of multiple water prices,extensively popularizing the water-economizing intelligent card,establishing a long-term cooperative mechanism with industries and enterprises by further completing the system of supervision and management.
