摘　　要：从土地征收的概念出发,阐述了土地征收的特征。在此基础上,结合征地实践,针对征地中存在的公共利益内涵界定不清、政策标准执行不一、人为性限制突出等有关问题,从明确公共利益内涵、建立新型的征地补偿机制、多渠道安置失地农民和统一征地实施主体等方面提出了政策建议。Proceeding from the concept of land expropriation,the characteristics of land expropriation were expounded.And on this basis,combined with the practice of land expropriation,in response to the problems of unclear definition of public interest in land expropriation,different standards of policy standards,and artificial restrictions on outstanding issues,countermeasures were suggested such as to clear define of the connotation of the public interest,to establish a new mechanism for land expropriation and compensation,and multiple channels of resettlement of landless peasants,unified land expropriation implementation main body etc.to put forward policy suggestions.
