新时期农村环境保护中农民参与机制的构建——基于“政府失灵”视角

摘　　要：构建农村环境保护的农民参与机制是克服农村环保"政府失灵"的必然选择。农民参与环保既是扭转农村环境管理薄弱局面的主要力量,又是克服乡镇政府环境有限理性的有效方法,也是改善政府环保决策质量的重要途径。新时期农村环境保护中农民参与机制应包含教育内化与外部激励并重的动员机制、信息顺畅与程序完备并重的运行机制、法律保障与组织保障并重的保障机制。Constructing the farmers＇ participation mechanism is the inevitable choice of overcoming ＂government failure＂ in rural environmental protection.Farmers＇ participation in the environmental protection is not only the main strength of reversing the weak situation of rural environment management,and an effective method of overcoming the limited rational environment of township government,but also an important way to improving the quality of government environmental decision-making.In the new period,the farmers＇ participation mechanism of the environmental protection is supposed to contain the mobilization mechanism which pays equal attention to the education internalization and the external excitation,the operational mechanism which pays equal attention to the smooth information and complete program,the safeguard mechanism which pays equal attention to the legal safeguard and the organization safeguard.
