摘　　要：大学技术转移实施市场化运作,应重点建立和完善组织机制、资金筹措与分配机制、专业服务机制和激励与约束机制,即成立兼有管理和经营双重性质的大学技术转移办公室,按照市场规律筹措资金和分配收益,加强技术转移项目的流程管理,并建立以利益分配为主要驱动力的激励与约束制度。Four mechanisms should be established and perfected in university technology transfer market-based operation,including organization mechanism,financing and allocation mechanism,professional services mechanism and incentive and restraint mechanism.It＇s necessary for an university to establish technology transfer office（TTO）with characters of operation and management,finance and allocate following the market discipline,enhance the process management of technology transfer operation,and make rules about incentive and restraint driven by benefit distribution.
