电子政府构建的政府基础:涵义、特征和构成

摘　　要：电子政府的构建,需要与之相适应的政府职能转变、组织结构调整、管理方式创新、行政体制改革等的支持,这些基础性条件是电子政府构建的政府基础的主要内容。从本质上看,电子政府构建的政府基础,是信息技术范式在政府管理中推广应用的原则需求,是现代政府治理理念、方法、结构、制度和文化与行政网络环境内嵌融合的结果,它在实践上表现为政府管理的改革和创新,而在各国具体的操作上又体现出趋同性与多元化的统一。此外,政府基础的关键性构成要素可以概括为:网络化的组织结构和分散化的权力结构、协作参与式的组织管理和决策方式、公民导向的政务流程再造、目标管理和过程控制相结合的绩效管理和崇尚服务精神的行政价值取向。The building of E-government requires the support of corresponding transformation of government functions,organizational restructuring,innovation in management patterns as well as reformation on administrative mechanisms,all of which could be considered the government foundation of the building of E-government.In essence,the government foundation of the E-government building is the necessary requirement of the application of information technology to government management and the result of embedded fusion of modern governance ideas,methods,structure,institutions and culture with the administrative network environment.In practice,the foundation of E-government building is embodied in reforms on and innovations in government administration,featuring the unity of convergence and diversity in different countries.The elements of the government foundation of E-government include：network organizational structure and decentralized power structure,collaborative modes of organizational management and decision-making,reconstruction of citizen-oriented government process,administrative accountability system integrating target management and process control,and the administrative value advocating quality service.
