摘　　要：近现代史上,中国政府对公民海外安全的保护,历经清朝的"无心也无力",民国时期的"心有余而力不足"和新中国"有心更有力"过程。现在,随着"以人为本"理念的深入,综合国力的不断提高,中国政府对公民海外安全的保护已进入全方位、广覆盖、机制化的新阶段,中国人在海外已经有可靠和有力的保障。In the modern history of China, the central government made different protection policy about the security of the citizens overseas. In the Qing Dynast, the government didn＇t want to protect the citizens overseas. In the Republic of China, the government wants to protect them, but can＇t do it. The People＇s Republic of China can protect them. Now, with the development of the ＂people-oriented＂ concept and the comprehensive national strength, the protection of overseas Chinese safety from China＇s government has entered a new period in range and system, and overseas Chinese are in credible and effective safeguard.
