大型体育场馆项目的政府监管框架研究--以公私合作模式为例

摘　　要：在公私合作模式下的大型体育场馆项目建设、运营中,为解决市场失灵问题和保障项目的社会公益性,政府必须对之实施合理监管。政府监管框架是政府发挥积极监管作用的基础。我国现阶段公私合作模式下的大型体育场馆项目建设、运营,可依据自身特点,借鉴英国、美国和新加坡的经验,设置政府监管框架的流程,除包括立法问题、监管范围以及监管方式与手段,还应建立后评价程序。In the stadium projects which are in the public-private cooperation mode,in order to settle the problem of market failure and ensure social welfare,government must carry out rational regulation,since government supervision framework is the basic work of government supervision.Use the experiences of other countries＇ government supervision framework,such as Britain,US,and Singapore,the stadium projects,which are in the public-private cooperation mode in our country present stage,in light of their own characteristics,set the government regulatory framework,including the government supervision legislation,the government supervision scope and appropriate regulatory ways,and should establish the post estimation of government regulation.
