摘　　要：慈善公益是社会治理的主要内容和实现途径,同时也是地方政府和异地商会谋求发展的双重需要。新疆异地商会在长期的公益慈善实践中逐步形成了自身特点,也面临着需要解决的问题。随着社会需求的多元化发展,进一步扩大慈善救助范围,提高慈善队伍专业化水平,强化社会责任意识,规范慈善行为是今后新疆异地商会慈善公益事业的发展趋势。Charity is the main instrument for community management and business guild development as well as a need for local government agencies. The business guilds in Xinjiang, having been evolving for many years, are characterised by their own special features and meanwhile suffering from special problems. The cultural and social pluralization in this area requires expansion of charity ranges, improvement of the expertise of the charity personnel, reinforcement of the sense of social obligations and regulation of charity acts.
