摘　　要：我国正处于"经济转型,社会转轨"的关键时期,传统与非传统的城市灾害事故日益频繁,重现周期日渐缩短,损失严重,教训深刻,城市防灾减灾综合能力倍受关注。本文根据我国大中城市灾害及其特点,针对近年来我国城市建设防灾规划的实施情况,指出在城市综合防灾水平建设方面的若干问题,并从体制、机制、法制角度出发,科学地提出防灾、减灾、救灾及其预警的主要举措和基本策略,以建立完善的城市综合防灾体系,为"十二五"城市化发展和提升城市综合防灾能力提供一些参考。At present, our country is in a special period of the economic structure transformation and social structure transition, traditional and non-traditional urban disasters and accidents become more and more frequently, the recurrence period becomes increasingly shorter, and suffers serious loss, This is a deeply -felt and bitter historical lesson. So comprehensive disaster prevention and reduction capacity of the city has grasped more attention. Based on the status in China, the deficiency of comprehensive disaster prevention and mitigation in urban planning was pointed out in this paper. It not only proposed solutions and measures in the view of structure, mechanism, and legal, but also put forward disaster preven- tion, mitigation, response and early warning main measures and basic strategies, aimed to establish and improve the city~ comprehensive disaster prevention system, and can be developed for reference for ＂the twelfth five＂ urban planning, urbanization development and improvement measures of urban comprehensive disaster prevention .
