基于偏离-份额的新疆主导产业识别

摘　　要：在运用偏离份额分析方法对新疆36个产业进行动态分析的基础上,对新疆主导产业进行识别与筛选。通过对运算结果进行分析,选择出支撑新疆发展的3个主导产业:石油和天然气开采业、黑色金属冶炼及压延加工业和化学原料及化学制品制造业。同时,对优势产业、一般产业和衰退产业进行识别判断。最后对主导产业发展提出相关对策建议:进一步提高自身的生产技术,促进上下游产业生产技术的提高;加大政策扶持力度,使主导产业充分发挥带动新疆经济发展的作用;建立产业发展环境,以主导产业为核心,选择产业集聚地,建立产业集聚工业园,促进相关其他产业的发展。To analyze 36 industries＇ dynamic development in Xinjiang by shift-share method.Based on this to distinguish leading industries of Xinjiang and choose 3 leading industries to support Xinjiang＇s development,they are： extraction of petroleum and natural gas,smelting and pressing of ferrous metals,manufacture of raw chemical materials and chemical products.At the same time,to distinguish competitive industries,general industries and declining industries.At last,gives some countermeasures for leading industries： First,to further improve their production technology and to promote upstream and downstream industries＇ production technology;Second,intensify policy support to enable leading industries＇ development to drive the development of Xinjiang＇s economy;Third,establish the environment of industrial development,make the leading industry as a core to select the place of industry gathering,build industrial agglomeration industrial park and promote the development of other relative industries.
