河南省农村饮水安全问题与对策研究

摘　　要：解决农村饮水安全是国家战略目标,河南省在此方面做了很多工作。但根据国家饮用水卫生标准及随机抽样调查,发现还存在水文地质条件、人为污染饮用水源、饮水供水方式、安全饮水工程管理体制等影响河南农村饮水安全的现实问题,为此,提出了进一步提高认识,加强领导和组织管理;统筹规划,因地制宜,逐步优化供水方式;理顺管理体制,规范管理制度,形成高效管理机制;加强饮水安全宣传,唤起广大人民群众的责任意识等对策建议。Henan Province has achieved a great deal of processes in promoting its countryside drinking water safety which has been one of the national strategies.Based on Standards for Drinking Water of PRC and a random sampling investigation,however,it has been found the followings such as problems resulted from the specially local or regional hydro-geological conditions and drinking water resources polluted by man,contradictories from water supply ways operated,and conflicts of the management systems and relative mechanisms needed on keeping countryside drinking water safety with the realities of countryside management in Henan.Therefore,for safeguarding the countryside drinking water in the province,it is imperative to furtherly raise the recognitions about the strategy,strengthen the leading and organizing management,make a overall planning and suit the measures to local conditions to gradually optimize the water supply ways,to make up efficient management system and mechanisms,as well as to arouse all of the peasants＇ concerns over their drinking water safety.
