新农保实施现状及对策研究--以河北省青龙满族自治县为例

摘　　要：新农保是一项农村新型养老保险制度,这一制度的贯彻和实行,对于践行科学发展观、保持农村稳定、构建社会主义和谐社会具有重要的现实意义,标志着我国社会保障制度得到进一步发展。河北省青龙满族自治县作为少数民族区域,是我国首批新农保试点县,自2009年启动以来,完成了新农保的目标,取得一定成就,但也凸显一些问题。本文从青龙满族自治县的新农保实施现状入手,对新农保贯彻过程中存在的问题及相应措施进行了分析和探讨。The new farmers＇ insurance is one of the new pension insurance systems,and the system plays important role in implementing the scientific development outlook,maintaining rural stability and building socialist harmonious society,which indicates that our social security system has further developed.As minority region,Green Dragon Man ethnic autonomous county is among the first experiment counties.Since it was launched in 2009,the goal of new farmers＇ insurance has been realized and the achievements have been obtained,but some problems are also prominent.The paper starts with the current situation of new farmers＇ insurance implementation,and then analyzes and discusses the existing problems and relevant countermeasures during the implementation of new farmer insurance.
