摘 要:从安全管理的理论和实践出发,在对事故隐患进行分析的基础上进行了事故隐患防控技术研究并建立了煤矿事故"五环六步"隐患防控模型。从隐患的识别、评价以及控制等方面入手,建立了基于"五环六步"防控模型的煤矿事故隐患防控技术体系,该体系中的识别子系统、评价子系统以及控制子系统分别对应"六步"中的排查、记录、汇报、整改、验收、考核等相应步骤,并制定了完备的实施步骤和管理方法。该体系在煤矿的应用表明,它不仅可明显改善煤矿的安全管理水平和提高煤矿工人的安全意识,对于更及时地发现事故隐患,更彻底地整改事故隐患有极大的促进作用。With safety management theory and practice, the potential accident prevention and control technology were studied and the five-tings and six-steps potential accidents prevention and control model were established based on the analysis of potential accidents. Then the prevention and control technology system of potential acci- dents in coal mine were established based on potential accidents identification, evaluation and control. The recogni- tion subsystem, evaluation subsystem and control subsystem of the prevention and control technology system respec- tively corresponded to the six-steps such as the investigation, records, reporting, and rectification, acceptance and check. At last the complete implementing steps and management method was made, which includes potential acci- dent identification, potential accident check, risk assessment, eliminate and control, organization and implementa- tion and review improvement. The system was used in Baizhuang coal mine and it improved safety management level and the workers' safety consciousness obviously. This can help the coal mine to find out the bidden troubles and e- liminate it thoroughly.
