美军院校学术权力与行政权力的制衡关系探析

摘　　要：学术权力与行政权力是美军院校教育体系中的两种基本权力。行政权力主要在军校教育指导思想、教育发展规划等方面起着宏观统筹和约束作用。学术权力在军校教育微观层面,诸如具体的教学与科学研究等方面有着较大的自主权。从宏观和军校内部机制两个层面来看,美军院校中行政权力占主导地位,而学术权力在行政权力的指导约束下发挥作用。The academic power and administrative power are two kinds of fundamental power in the educational systems in the U. S. military academies. The administrative power plays an important part in overall planning and restriction in the guiding educational idea and developmental plan. The academic power is a decision -making one in teaching and seientific research. In the U. S. military academies, the administrative power remains dominant, whereas the academic power plays its role under the former＇s control.
