温州慈善现状及其完善对策探析

摘　　要：从1998年到2010年,温州的各类慈善捐赠活动已广泛展开并形成规模,经济作用和社会效果显著,其最具代表性的事件是"爱心温州"慈善品牌的营造.温州慈善工作的特色是:民营企业抱团行善的"温州模式",华侨华人的慈善捐赠,多元化的慈善资金运营机构,民众慈善的高度热情和远大目标,对外来农民工的关注.温州慈善工作也存在缺陷:慈善理念的落后;慈善制度设计的缺陷,慈善机构的作运低水平;捐赠领域的狭窄与捐赠渠道的闭塞;索捐现象的存在.完善温州慈善工作的对策为:推进慈善活动的社会化和丰富化工作;健全慈善活动的制度化机制;落实慈善活动的专业化与独立化政策;推动慈善活动的"内化"工作.From 1998 to 2010, various kinds of philanthropy endowment activities, among which the philanthropy brand ＂Love in Wenzhou＂ is the representative case, have been widely held and gradually formed a certain scale in Wenzhou. Its economic functions and social effects are significant. The characteristics of Wenzhou philanthropy works include： private enterprises＇ ＂Wenzhou Style＂ of uniting together to do good, overseas Chinese＇s philanthropy endowments, diversified operating agents dealing in philanthropy capital, high degree of enthusiastic public concern and philanthropy ambitions, and the great concern for migrant workers. Of course, there are also some defects existed in the work： lagging concept of philanthropy, defects in designing the philanthropy system, imperfect operating of philanthropy agents, limited philanthropy field and blocked endowment channel, and the existence of forcing endowment phenomena. The countermeasures would be： promoting socialization and enrichment of philanthropy work, perfecting the institutionalized mechanisms for the work, implementing the specialized and independent policies of the work, and promoting the ＂internalization＂ work of philanthropy work.
