人民币外债监管问题探讨

摘　　要：在香港人民币存款猛增和国内银行人民币融资环境有限的共同因素作用下,境内企业人民币外债增势迅猛。当前,人民币外债存在外债概念定义不清、受国家宏观调控影响、部分企业以人民币外债替代注册资本、监管政策执行不统一等问题。可采取修订外债概念、视额度大小实行分级管理、制定统一的执行办法等措施加以应对。Influenced by the mutual factors of the rocketing increase of RMB deposits in Hong Kong and the restriction of RMB financing conditions in domestic banks, the RMB external debts held has been increasing at very high speed. Currently, there are several problems with RMB external debts：the definition of external debt is not very clear; the macroeconomic control of the country is under influence;some enterprises use RMB external debts to replace registered capital;regulation polices are not executed with unification. Therefore, we should revise the concept of external debt; carry out classified management by amount and establish unified executive methods.
