试论中国共产党在转型期农村基层自治发展中的政治功能

摘　　要：农村市场经济的发展带来乡村生活的巨大变化,乡土利益的重新配置以及乡村社会分层化、利益多元化、生活方式多样化促使农村经济社会的转型,基层自治作为农村基层治理模式和乡村民主政治制度日益呈现出新的态势和特点。基层自治作为党领导人民在基层扩大民主、实现民主管理而构建起的基本政治结构,它应当适应农村市场化的变革和转型,在转型期继续坚持和完善党对基层自治的领导,充分发挥新时期党对基层自治发展的促进功能和引导功能,通过党对基层自治的持续主导和积极推动,通过制度化的优势来保障基层农民的民主选举权和自治管理权。Villagers in the rural grassroots democracy as the core leadership of the CPC autonomy system is hundreds of millions of peasants building of socialist democratic politics with Chinese characteristics,a great creation.Adhere to the party＇s leadership and the development of mutual complementation between the two grass-roots democracy at the grassroots of the party system of democratic self-government features.Agricultural market reform,the social transformation of the rural economy and society there is a new situation and changes.Grass-roots democracy and autonomy to the party leadership on new demands,new challenges.Uphold and improve the party＇s leadership is the development of grassroots democratic self-government system,the fundamental premise of.Innovative ideas to adapt to new changes in the system is in transition,the development of grassroots democratic self-governance and an important way fundamental way.
